We have powers to enforce National Highways' compliance with the road investment strategy (RIS) and/or its licence. Under section 11 of the Infrastructure Act 2015, we can require National Highways to take certain actions or, in the event of a serious contravention of its duties, fine the company.
The way we use our enforcement powers is set out in our holding to account policy. This policy – in addition to the other documents listed below, including the licence – now applies to National Highways.
