Consultation Outcome
Following this consultation, we have published RM3 Topic Set 1 for Heritage Railways.
Topic Set 1 for Heritage Railways provides criteria that are more relevant in a heritage railway environment, making it more accessible and meaningful as a tool for analysing and improving safety management capability. Reflecting consultation feedback, we have developed the topic set to include a 10th criterion, clarify its purpose as a tool to help develop management maturity, and further simplified some of the evidence descriptors to improve their relevance to smaller organisations.
The new topic set provides more focused RM3 descriptors over 10 criteria, which now includes RCS3 Change Management, reflecting the many consultation responses that recognised this as an important risk management area for all heritage railways. We have also included further guidance on how to use the topic set, its relationship with RM3 2019, and where the user can find further information.
The RM3 Governance Board continue to provide oversight of RM3 2019 and this Topic Set, and continue to monitor the effectiveness of RM3 2019. We will review and revise, as necessary, the Topic Set in line with future reviews of RM3 2019. We will also continue to support the sector as it continues to implement the topic set.

ORR sought views on the proposed risk management maturity model (RM3) Topic Set 1 for Heritage Railways. The purpose of this new Topic Set is to provide a targeted suite of criteria for heritage railway organisations to use as they assess their ability to successfully manage health and safety risks.
