Consultation outcome
On 20 October 2022, we published our conclusions on our review of the access charging framework for CP7. This framework determines the structure and design of the charges that train operators will pay to use the national rail network in the next control period.
We have been reviewing this framework as part of our periodic review 2023 (PR23) programme. We have decided to implement a limited number of changes to ensure that it remains effective in CP7, particularly in light of the rail reform programme that has been proceeding alongside PR23.
Our conclusions document forms the end of the policy phase of our PR23 charges review. Our focus for the rest of PR23 is on recalibrating individual charges, as well as implementing the policy changes that we have decided to take forward.

In this consultation, we presented further proposals in respect of Network Rail’s CP7 access charges.
These proposals – which were informed by feedback from our initial consultation published in July 2021 – included a number of incremental changes to the existing charging framework that we were minded to take forward.
