The primary regulations are The Train Driving Licences and Certificates Regulations 2010 (as amended).

The Train Driving Licence and Certificates Regulations 2010 (as amended) make provisions for train driving licences and place duties on the Office of Rail and Road, train operators/the infrastructure manager and drivers. The regulations, as amended, have informed the procedures and guidance we have created and made available on our webpages.

The Train Driving Licences and Certificates Regulations 2010 (TDLCR) are subject to a post implementation review (PIR) every 5 years to assess whether the regulations remain fit for purpose and are achieving their original objectives.

The most recent review was completed in 2023 and the Department for Transport published a report with its conclusions.
